Do you think submitting to directories is effective?

 Now i have submit my site to lots directories, and i have a question,is it effect?You know some of them need you add his link in your site,and some of them need money, if i add it free,maybe i need wait for a long time and at last it could not add mine.
And i 'm puzzled whether there have people log in the directory site to see it?
So i think maybe it just wast time. Right?

Submitting to directories is less effective now. But niche directories can still help for SEO.

submitting free directories can be helpful if you had a time to do it but it as they say it gives low quality backlink
